Introduction

Thirty-First Street runs from the Delaware River south, across River Road to the Pavonia railroad switching yards. It starts again in East Camden at Pleasant Street and goes to Saunders Street. It picks up again at Federal Street and runs south to Stevens Street, alongside Woodrow Wilson High School. As in all numbered streets in Camden, it is North 31st Street above Federal, and South 31st below.

Although at one time a house or two stood east of the railroad tracks, since the early 1920s there have been no addresses on Thirty-First Street outside of Cramer Hill.

Falls resulted in two Camdenites receiving serious injuries yesterday. William McGinnis, 16 years old, of 300 North Twelfth street, slipped from the edge of the roof at his home and fell to the ground. He suffered a fracture of the skull and his death may result. While high in a tree gathering chestnuts, William Cutdalis, 18 years old, of 1062 North Thirty-first street, fell from a limb to the ground. He suffered severe contusions and internal injuries. Both were taken to the Cooper Hospital.

Camden Arsonist Scheduled for Parole, Camden Courier-Post, December 20, 1957

Trenton, Dec. 19 — George Humphries, 52, formerly of the 500 block Penn st., Camden, convicted of arson Feb. 11, 1953, is eligible for parole, the State Parole Board announced today.

Humphries was sentenced to from 3 to 10 years for setting fire to the home of his mother-in-law, Mrs. Florence Olnhausen, at 1049 N. 31st st. on Nov. 8, 1952. He was found not guilty by a jury of threatening to kill his estranged wife.

The parole board also announced Frank Wehrman, formerly of Pleasantville, was eligible for parole. He has been in prison since Sept. 17, 1942, when he was sentenced to 25 to 30 years in Atlantic County for carnal abuse.

The funeral of John G. Schramm, husband of Emma M. Schramm, one of the few remaining pioneer residents of the North Side, who for many years conducted the hotel at Twenty-seventh and Cleveland avenue, took place this afternoon at 1 o’clock from his late home, 912 North Thirty-first street, and was largely attended. Interment was made at Harleigh Cemetery in charge of Undertaker Frederick Roedel & Sons.

Deceased was one of the organizers and charter members of the old Citizens’ Volunteer Fire Company, No. 1, and was active in its ranks until the paid department was installed in this section. Last evening large delegations from Mozart Lodge, No. 119, F. & A. M., and the Citizens’ Fire Company viewed the remains, the Masonic lodge holding their impressive ceremonies.

Learned to play catch and hit a whiffle ball in this driveway. Our old house on 31st in Cramer Hill. Lived on the 2nd and 3rd floor. My room was on the 3rd. The house was finally taken down earlier this year.

Four hundred low-rent dwellings, half the number allocated to the city by the U. S. Public Housing Administration, will be constructed this year on land near the four presently owned projects, Joseph J. McComb, chairman of the Camden Housing Authority, announced Sunday night.

Several factors entered into the decision of housing authority to construct the homes on available land, McComb said. First, he declared, the city will receive revenue in lieu of taxes from unimproved ground yielding little or no taxes, based on 10 percent of shelter rentals, less utilities.

The four projects now operated by the authority are: Westfield Acres, Thirty-first street and Westfield avenue, 514 units, cost $3,250,000, opened 1938; Clement T. Branch Village, Ninth street and Ferry avenue, 279 units, cost $1,416,000, opened 1941; William Stanley Ablett Village, River road and State street, 306 units, cost $1,722,000, open in 1943, and Chelton Terrace, Bulson and Phillips streets, 200 units, cost $800,000, open 1944.

No Added Utilities Needed

McComb also explained that at present, the city receives only three and one-half percent in lieu of taxes from Westfield Acres, Branch Village and Ablett Village. The return from Chelton Terrace is equivalent to full taxes. Only the new projects, allocated under the Housing Act of 1949, will yield the 10 percent return, McComb pointed out.

No new schools will be needed and no new police, fire, health, electricity or gas utilities will be required to service the homes for low-income families, McComb declared.

“The city of Camden will not be compelled or obligated to spend money for additional municipal utilities because they are already provided in the respective four sections of the city where these homes will be built,” McComb said.

To Make Test Borings

The housing authority last week gave the new program the green light when it voted to enter into a contract with William T. Harker & Associates, Inc., Camden, to make test borings, soundings and to do other work on the sites connected with the preliminary survey to be financed by part of a $50,000 advance loan from the PHA for architectural and engineering services.

Under a PHA regulation, construction of the 800 dwellings will be spaced over a two-year period with the additional 400 units being earmarked for next year.

Several weeks ago McComb, following an inspection tour, announced sufficient land would be available as sites for the dwellings. He reemphasized that assurance Sunday but added that if it is found additional ground is needed, no inflated or speculative prices will be paid for it, whether acquired through purchase or condemnation proceedings specified by law.

Camden Fire Capt. Harold H. Pike today was promoted to district fire chief. He was sworn by City Clerk Odorisio at ceremonies in the City Hall office of Public Safety Director Kaufmman [sic].

Pike of Engine Co. 1, 4th and Pine sts., is 38 and lives at 939 N. 31st st. Appointed as a ladderman in November, 1950, he was made a captain in 1961. Kauffman, Fire Chief Edward R. MacDowell and acting Deputy Chief Edward Michalak witnessed the swearing-in ceremony.

Gay Holiday Party Ends in Tragedy; Bar Damaged

A Christmas party at a city Republican club ended in tragedy Thursday night when a member was injured fatally as a beer keg exploded.

John W. Kmicic, 56, of 912 North Thirty-first street, a machinist of the Pennsylvania Railroad for more than 25 years, died shortly after 1 a. m. in Cooper hospital from injuries received when the barrel exploded. Part of the interior of the first floor barroom at the Ninth Ward Republican club, 536 Broadway, was damaged.

According to Hobart Corson, chief clerk of the city fire department and president of the club, the accident occurred while more than 100 were making merry at a Christmas party on the first and second floors of the clubhouse.

Peculiar Noise

Standing beside Kmicic at the time was his son, Theodore Kmicic, of 105 Park avenue, Gloucester, and H. Allen Wolfe, acting chief of the city electrical bureau.

Wolfe said Kmicic, known by all his acquaintances as a jovial type of person, came to the end of the bar at the rear of the first floor to inspect the keg, which was making a peculiar noise.

Wolfe said Kmicic leaned over the barrel as the blast ripped the barrel open from the bottom, caused a hole to be made in the flooring and tore a piece off the end of the bar. Kmicic, Wolfe said, fell to the floor beside the keg, his face severely battered. A police ambulance removed him to the Cooper hospital, where he died two hours later.

Skull Fractured

Corson, who was on the second floor at the time of the explosion, said the party was ended immediately.

Although many were showered with beer and flying glasses, no one else was injured.

Coroner Healey was summoned and said County Physician R. Dean Cavalli would perform an autopsy on the body today. When admitted to the hospital the victim was listed as suffering a possible fracture of the skull, fractures of both arms, loss of the left eye and numerous cuts and bruises.

Kmicic lived in an apartment at the Thirty-first street address with Mr. and Mrs. Walter Wychowanec. They formerly lived at Thirteenth street and Keswick avenue in Haddon Heights.

Leaves Widow

A resident of Camden for 35 years, Kmicic was also a member of the Pennsylvania Railroad YMCA.

Also surviving are his widow, Catherine; a daughter, Mrs. Irene Curtis Gerard, New York City; a grandson; his mother, Anna, in Poland; three sisters, Mrs. Helen Polnar, Camden, and Valeria and Mary, both in Poland, and a brother, Michael, in Poland.

Requiem high Mass will be celebrated Wednesday at 9 a. m. in St. Joseph’s R. C. Church, Tenth and Mechanic streets. Relatives and friends will meet at 8 a. m. in the funeral home at 1458 Mt. Ephraim avenue, where friends may call Tuesday night. Burial will be in St. Joseph’s cemetery, Chews Landing.
