Private William Siplin was born in Florida in 1913, the son of Cornelius and Mary Siplin. He grew up in Orange County, Florida, where he was still living in 1930. He later moved to New Jersey, residing in Bergen County at the time of his induction into the United States Army. He had a connection to Camden County, New Jersey.

Private Siplin was inducted into the U.S. Army at Camp Blanding, Florida on November 28, 1942. He died of non-battle causes during the war.
