Oscar Lee Ringo was born July 16, 1922 in New Jersey, the son of E.B. and Phyllis Ringo. The third of seven children, he was the younger brother of Ulee and Benson Ringo of Georgia, and had brothers Gus and Harold, and sisters Katherine and Leonia, some of whom lived in New Jersey. The family appears in the 1930 census at 920 South 9th Street, Camden, where his father worked as a truck driver for a lumber company.

Oscar Lee Ringo served as Steward’s Mate First Class in the United States Navy. He died on February 9, 1944 of non-combat causes and is buried at Sitka National Cemetery in Sitka, Alaska.
