Private Noah J. Palmer was born in Seaford, Delaware on January 31, 1886. He lived in Seaford until he was at least 13. When he registered for the draft in June of 1917, he was working for the City of Camden as a laborer in the city highway department. He then lived at 701 Baxter Street in Camden. He was drafted April 25, 1918, and sent to Camp Dix, New Jersey, where he became a member of Battery D, 349th Field Artillery, 92nd Infantry Division. He went overseas in June of 1918.

Private Noah J. Palmer survived the fighting, only to die of pneumonia on December 5, 1918. He was survived by his wife, Mrs. Clara Palmer, and his mother, Mrs. Mary Anderson.
