Metalsmith's Mate First Class Fred Walker was born on December 11, 1893. He had served in World War I. Residing with his wife Helen at 26 University Avenue in the Gloucester Heights section of Gloucester City, New Jersey, he was an employee of the New York Shipbuilding Corporation in Camden, New Jersey. He was also active in fraternal organizations, being a member of the Elks (B.P.O.E. Lodge 219 of Meadville, Pennsylvania), the Eagles (Aerie 254 of Cumberland, Maryland), the Masons (F. and A.M. 218 of Audubon, New Jersey), and American Legion Post 135 of Gloucester City.

Fred Walker re-enlisted in the United States Navy on September 24, 1942. He died at the Naval Hospital in Newport, Rhode Island on March 4, 1943. Survived by his wife, Helen Walker, he was buried at Arlington National Cemetery in Arlington, Virginia. His death was reported in the March 9, 1943 edition of the Camden Courier-Post.
