STEWARD'S MATE FIRST CLASS OSCAR LEE RINGO was born on July 16, 1922 in New Jersey to E.B. and Phyllis Ringo. He was the third of seven children, coming after older sister Ulee and brother Benson, who were born in Georgia, and before brothers Gus and Harold and sisters Katherine and Leonia, all born in New Jersey. The Ringo family lived at 920 South 9th Street when the Census was taken in April of 1930, the elder Ringo then worked as a truck driver for a lumber company.

 He died of causes not related to combat on February 9, 1944 while serving with the United States Navy. Steward's Mate Ringo was buried at Sitka National Cemetery, Sitka Borough, Alaska.
